One of the challenges facing the expansion of its scope of activities is to ensure that the healthcare policy remains coherent.
The system is now involved in defining the hospital- and medication-related policies, and has gained new powers for healthcare in cities.
The aim is to ensure coherent management of healthcare services and facilities, relationship with healthcare professionals and exchange of healthcare data.
While keeping to the fundamental principles reaffirmed in article 1, the law of August 2004 provides for measures regarding:
- Organization of treatment: referring doctor and coordinated treatment pathway.
- Reimbursement of provided treatment: a fixed contribution at the policyholder's expenses.
- Reinforcement of control measures: sick leaves, transport prescriptions, and so on.
- Medication policy: promotion of generic medicines, ongoing re-evaluation of pharmacopoeia and healthcare standards by the French National Health Authority (Haute Autorité de santé / HAS).
- Conventional policy: a delegation with greater powers, a majority opposition right.
- A new organization of management: reform of CNAMTS' managing bodies, new bodies created within a delegation with greater powers, and changes in the network organization.
